Law 489/2006 lists 18 recognised religious denominations. The Muslim denomination is number 17, led by the Muftiate in Constanța.
Between 16 and 23 October 2026, Otopeni had direct flights to Dubai, Doha and Abu Dhabi. Saudi Arabia, Kuwait, Bahrain and Oman need a connection.
UAE citizens enter Romania without a visa for up to 90 days in 180. Saudi, Qatari, Kuwaiti, Bahraini and Omani citizens need a short-stay visa.
Muslim family life in Bucharest: the short answer
Islam is one of Romania's 18 state-recognised faiths, with a Muslim community that has lived in the country for centuries, mainly in Dobrogea on the Black Sea coast. Bucharest has a historic mosque, several smaller mosques and prayer halls, and halal butchers and restaurants. North Bucharest is also where most international schools are.
Flights are direct to Dubai, Doha and Abu Dhabi. Visas depend on your passport: citizens of the United Arab Emirates enter without a visa for short stays, while citizens of Saudi Arabia, Qatar, Kuwait, Bahrain and Oman need a short-stay visa. Buying a home does not give a residence permit.
In plain words: daily Muslim life in Bucharest is possible and practical, but it is a small community. Plan your mosque, school and visa before you choose a street.
Islam in Romania: recognised, old and small
Law 489/2006 on religious freedom lists 18 recognised religious denominations. The Muslim denomination (Cultul Musulman) is number 17 on that list. Its leadership, the Muftiate, is based in Constanța, where the historic Turkish and Tatar community lives.
Recognition matters in practice. Article 32 of the same law says religion is taught in state and private schools by the recognised denominations. Where a school cannot provide a teacher of the pupil's own faith, the pupil can prove religious study with a certificate issued by their denomination.
In Bucharest the community is more mixed: long-standing Turkish and Tatar families, Arab families who came as students or businesspeople, and newer arrivals. A large central mosque was once planned on Bulevardul Expoziției, but the project did not go ahead. In 2018 the government revoked the Muftiate's right to use that land after the Muftiate gave up the construction.
Where to pray: mosques in Bucharest
The table lists mosques that appear as places of worship on Google Maps, checked on 22 October 2026. Prayer times, Friday sermon language and facilities for women differ. Call or visit before you rely on one.
| Mosque | Address | Area |
|---|---|---|
| İbadullah Mosque | Bulevardul Voluntari 104, Voluntari | North-east edge of the city |
| Carol-Hunchiar Mosque (Geamia Carol-Hunchiar) | Strada Constantin Mănescu 4 | South, near Carol Park |
| Turkish Mosque, Fundeni | Șoseaua Fundeni 9 | East |
| Masjid Al-Taqwa | Strada Logofătul Tăutu 74 | East, Sector 3 |
| Al-Quds Mosque | Strada Fabrica de Gheață 14 | East |
| Masjid Al-Rahman | Strada Munții Gurghiului 50-52 | West |
For a family in Balotești, Otopeni or Pipera, the closest on this list is the İbadullah Mosque in Voluntari. The others are inside the city, so Friday prayer means a drive. That is the main trade-off of the northern suburbs: more space and better schools, but no mosque on every corner.
Halal food: what is easy and what takes planning
Halal meat is easy to find in Bucharest. Map listings show halal butchers and Arab, Lebanese and Turkish restaurants, many of them in central and eastern districts, and several deliver.
Three practical rules:
Plan your mosque, school and visa before you choose a street.
- Ask about certification. Romania has no single state halal label. A shop's own sign is not a certificate. Ask who certified the meat.
- Plan a weekly shop. In the northern suburbs there are fewer specialist shops. Many families buy halal meat in the city once a week and freeze it.
- Read labels in supermarkets. Gelatine, lard (untură) and pork (porc) appear in Romanian on the ingredients list. Learn those three words.
Flights to the Gulf from Otopeni
Henri Coandă International Airport (Otopeni) is about 10 minutes from Balotești on the DN1. The airport's own flight list, checked for 16 to 23 October 2026, showed these direct routes:
| Destination | Airlines (direct) | Pattern in the period checked |
|---|---|---|
| Dubai (DXB) | flydubai (with Emirates codeshare), Wizz Air Malta, Animawings | Several flights a day |
| Doha (DOH) | Qatar Airways | Two round trips a day |
| Abu Dhabi (AUH) | Etihad Airways | One round trip a day |
| Riyadh, Jeddah, Kuwait, Bahrain, Muscat | No regular direct flight | Connect via Doha, Dubai, Abu Dhabi or Istanbul |
Because of the security situation in the Middle East, the Romanian Ministry of Foreign Affairs warns that airspace in the region can close without notice. Check your flight with the airline on the day you travel.
Visas: what each Gulf passport needs
Romania applies the EU visa lists (Regulation 2018/1806) and has been a full Schengen member since 1 January 2025. The Romanian Ministry of Foreign Affairs publishes the lists as annexes.
| Passport | Short stay (up to 90 days in 180) | Source |
|---|---|---|
| United Arab Emirates | No visa needed | MAE, Annex 2 |
| Saudi Arabia | Visa required | MAE, Annex 1 |
| Qatar | Visa required | MAE, Annex 1 |
| Kuwait | Visa required | MAE, Annex 1 |
| Bahrain | Visa required | MAE, Annex 1 |
| Oman | Visa required | MAE, Annex 1 |
Two more points:
- ETIAS is not running yet. The EU's travel authorisation for visa-free visitors, which UAE citizens will need, is not in operation. The EU says it will announce the start date several months in advance. The fee will be €20.
- Living here needs a residence permit. A visa or visa-free entry covers visits only. To live in Romania, a non-EU citizen needs a long-stay visa and then a residence permit from the General Inspectorate for Immigration (IGI). Buying property does not qualify on its own. Our guide to residence permits in Romania lists the routes.
Schools: international and state
Most international schools are in the north, around Pipera and Voluntari: the American International School of Bucharest, the British School of Bucharest and others. Our guide to international schools in Bucharest compares them, with fees.
Questions worth asking any school:
- Is there an Arabic class, or can Arabic be taught as an extra?
- Can my child skip pork in the canteen, and is there a halal option?
- How does the school handle Ramadan, Eid and Friday prayer?
- What is the policy on the hijab for pupils?
In Romanian state schools, religion is part of the curriculum. In Bucharest, a school may not have a Muslim religion teacher. In that case the law allows a certificate from the Muslim denomination instead.
A first visit: 7 steps
- Check your visa against the MAE annexes, and apply early if you need one.
- Book a flight that lands in daylight, so you can drive the area on day one.
- Visit the İbadullah Mosque and one mosque in the city on a Friday.
- Book two school tours in Pipera or Voluntari.
- Do a halal shop and time the drive back to the suburb you are considering.
- Ask an immigration lawyer which residence route fits your family.
- Only then look at homes. If you buy, hire an independent lawyer of your own. The developer's lawyer represents the developer.
Frequently asked questions
Is Islam officially recognised in Romania?
Yes. Law 489/2006 lists 18 recognised denominations, and the Muslim denomination is one of them. Its Muftiate is based in Constanța.
Is there a mosque in north Bucharest?
The İbadullah Mosque on Bulevardul Voluntari, in Voluntari, is the closest to the northern suburbs among the mosques we found. Others are inside the city. Confirm prayer times directly with the mosque.
Do citizens of Saudi Arabia need a visa for Romania?
Yes. Saudi Arabia is on the list of countries whose citizens need a visa (MAE, Annex 1). The same applies to Qatar, Kuwait, Bahrain and Oman. UAE citizens do not need a visa for short stays.
Are there direct flights from Bucharest to the Gulf?
Yes, to Dubai, Doha and Abu Dhabi, according to the airport's flight list for 16 to 23 October 2026. There was no regular direct flight to Saudi Arabia, Kuwait, Bahrain or Oman in that period.
Does buying a villa give my family residence in Romania?
No. Romania has no residence-by-property programme. A non-EU family needs another legal basis, such as work, business, studies or family reunification.
The bottom line
North Bucharest suits a Muslim family that values space, green areas and international schools, and is ready to drive for Friday prayer and halal shopping. Start with the visa, the school and the mosque. The house comes last.
