Villa or apartment in Bucharest: the short answer

Choosing between a villa and an apartment in Bucharest is mainly a choice between two ways of living. An apartment gives you the city, public transport and a lower entry price, with building association fees and less upkeep. A villa, usually in the northern suburbs, gives you space, a garden and privacy, but it needs a car, your own maintenance and attention to how the land is registered.

Almost every family that comes to me with this question already knows what it wants. It just hasn't said it out loud yet.

The parents talk about square metres and price. Then one of the children asks "will we have a dog?", and suddenly it is clear what the conversation is really about. We wrote about young Bucharest families moving to suburban villas in a separate article. Here we do the practical comparison.

Price: why "per m²" is hard to compare

Apartments in Bucharest have a well-known benchmark. According to the Imobiliare.ro price index, a new apartment in Bucharest averaged about €2,636 per m² in summer 2026.

Villas have no single figure like that, and for a reason. A villa's price is made up of components that an apartment does not have in the same form:

  1. The built area and the quality of construction.
  2. The plot: size, location and what may be built on it.
  3. What is included: parking, garden, heating and cooling systems, finishes.

So a villa is compared with similar villas in the same area, not with the city's apartment average. The right question is not "what does a m² cost" but "what do I get for each euro, and what will it cost me every year".

Taxes and costs: at purchase and every year

At purchase: almost the same

New apartments and villas carry the same 21% VAT, since the increase in August 2025 under Law 141/2025. The notary's fee follows the same sliding scale, and the registration fee at the land registry (ANCPI) is 0.15% of the price for a private individual in both cases.

Every year: this is where the difference starts

  • Building tax: for a private individual, the local council sets a rate of 0.08% to 0.2% of a residential building's taxable value. From 2026 the taxable values per m² went up, so the tax rose for many homes. A villa has a larger built area, and the plot is also subject to land tax.
  • Apartment: you pay monthly fees to the owners' association, which cover upkeep of the common areas.
  • Villa: there is no association, but all maintenance is yours: roof, facade, garden, systems, fence and gate.

Registration and ownership: what buyers from abroad must know

In Romania a right exists only if it is registered in the land register. Someone who is not a Romanian or EU citizen registers an apartment or a building in their own name, but land is not registered directly in their name.

There is no single right answer. There is the answer that fits how you live.

For a villa this matters, because much of the value is the plot. The common route is the Superficie right: full ownership of the building and an exclusive right to use the land for the life of the building. We explain the routes in our article on land ownership in Romania.

And in both cases, if you buy off-plan: under Law 207/2025 (the "Nordis law"), advances go into a dedicated project account, with caps tied to construction stages. The path is the same: a preliminary contract, then the final contract and registration in your name. Signing before a notary cannot be done remotely, but a power of attorney is possible.

Location and commute: the city against the northern axis

Apartments are everywhere in the city, many of them near metro lines. New villas are mostly in the suburbs, especially along the northern axis: Pipera, Băneasa, Otopeni, Corbeanca and Balotești.

With a villa, time is part of the price. Before buying, check the drive at rush hour, not on a Saturday morning. The north is also where the M6 metro line to the airport runs, now under construction by Metrorex. On the timetable, see our article on the M6 metro line.

In our project in Balotești, for example, the drive to central Bucharest is about 25 minutes and to the airport about 10 minutes, and each of the 29 villas has two parking spaces. Walla Nadlan covered the project (in Hebrew), but the comparison here holds for any villa and any apartment.

An apartment in Bucharest is a choice for the city: less space, less upkeep, more transport. A villa is a choice for a home: more space, a garden and privacy, with more responsibility and a car in the drive.
