According to Sector 1's flood defence plan, Lake Floreasca covers about 70 ha, is about 3 km long and 1 to 5 m deep. Herăstrău, next to it, covers about 77 ha.
Floreasca–Barbu Văcărescu has about 589,600 m² of modern offices and recorded the most leasing in Bucharest in H1 2026 (Cushman & Wakefield Echinox).
The "I.L. Caragiale" National College and the "Titu Maiorescu" Middle School share the address Calea Dorobanților 163, according to the 2025–2026 school network.
Floreasca and Dorobanți: the short answer
Floreasca and Dorobanți are two neighbourhoods in Bucharest's Sector 1, a short distance apart in the north of the city. Sector 1's own flood defence plan lists "Dorobanți" and "Herăstrău–Floreasca" among the sector's districts. According to the 2021 census, Sector 1 as a whole had 217,367 residents.
They are close, but they are not the same place. Floreasca is built around Lake Floreasca, about 70 hectares of water, and next to one of Bucharest's largest office districts and its main emergency hospital. Dorobanți is built along Calea Dorobanților, a historic avenue with schools that have served the city for generations and streets that fall within Bucharest's protected built zones. In both, most homes on the market are apartments.
In plain words: Floreasca suits people who want a lake, new buildings and a short walk to the office; Dorobanți suits those who want an established central neighbourhood with schools and character, and who are willing to check older buildings carefully.

Floreasca: the lake, the offices and the hospital
The lake. Lake Floreasca is part of the chain of lakes on the Colentina river, between Herăstrău and Tei. According to Sector 1's flood defence plan, it covers about 70 hectares, is about 3 km long, between 100 and 800 metres wide and between 1 and 5 metres deep. The chain was created from 1936 onwards by damming the river and draining its marshy bed. Its neighbour upstream, Lake Herăstrău, inside King Michael I Park, covers about 77 hectares.
The offices. The Floreasca–Barbu Văcărescu area is one of Bucharest's main office districts. According to the Cushman & Wakefield Echinox MarketBeat for the second quarter of 2026, it has about 589,600 m² of modern offices, a vacancy rate of 6.4%, and recorded the most leasing of any Bucharest submarket in the first half of 2026. For people who work there, living in Floreasca can mean walking to work. Our article on north Bucharest's business districts has the detail.
The hospital. The Bucharest Emergency Clinical Hospital, known simply as "Floreasca", is at Calea Floreasca 8 and runs a 24-hour emergency unit. For families, a major emergency hospital close to home is reassuring. For anyone sensitive to noise, it also means ambulances: check where the access routes run before choosing a street.
Schools. The Ministry of Education's 2025–2026 network lists, among others, the "Alexandru Vlahuță" Theoretical High School on Strada Școala Floreasca, a state school working in two shifts.
Works in 2026. Bucharest City Hall began replacing 5.3 km of tram line along Bulevardul Dimitrie Pompeiu and nearby streets in April 2026, with completion expected in spring 2027, according to the mayor's statements reported by Antena 3 in July 2026. A separate project for the widening of Dimitrie Pompeiu, including a tram extension to Bulevardul Barbu Văcărescu that would connect lines 16 and 36 with line 5, was at tender stage in July 2026. Expect diversions and roadworks on the eastern side of the area for some time.
Dorobanți: the avenue, the schools and the older buildings
Calea Dorobanților is one of the main avenues of Bucharest's historic north. Along it and on the side streets you find period villas next to apartment buildings from many different decades.
Schools. Several long-standing state schools are on or near the avenue. The 2025–2026 school network lists the "I.L. Caragiale" National College and the "Titu Maiorescu" Middle School at Calea Dorobanților 163, and Kindergarten no. 252 at Calea Dorobanților 60. The national college works in one shift, the middle school in two.
In both Floreasca and Dorobanți, the building matters more than the postcode.
Protected zones. Bucharest has 98 protected built zones, with zonal plans adopted by the General Council in 2000. Press reporting lists Calea Dorobanți and Bulevardul Aviatorilor among the streets in these zones, where plans usually limit building height to about 16 metres. The legal standing of those plans has been disputed in recent years. In practice: before buying, ask for the urbanism certificate (certificat de urbanism) to see what rules apply to the plot and its neighbours.
Embassies and restaurants. The historic north, Dorobanți included, is home to many embassies and a dense choice of restaurants and cafés. Living here means a city life on foot; parking is the thing to check.
Older buildings: the earthquake check
Bucharest is exposed to strong earthquakes from the Vrancea zone, and the risk is concentrated in older buildings. As we explained in our guide to earthquake risk in Bucharest, the city's official list holds more than 400 buildings in seismic risk class I, mostly in Sectors 1, 2 and 3 and mostly built in 1940 or earlier.
Both Floreasca and Dorobanți mix buildings from many decades. For any building designed before the post-1977 codes:
- search the address on the AMCCRS list of buildings with seismic risk;
- ask whether a technical assessment (expertiză tehnică) exists;
- remember that a building that is not on the list may simply never have been assessed.
For newer buildings, ask for confirmation that the design follows the current seismic code, P100-1/2013.
Floreasca and Dorobanți versus a house in Balotești
Many families weigh an apartment in the north of the city against a house in the suburbs. A few facts help frame the choice.
| Floreasca / Dorobanți | Balotești | |
|---|---|---|
| Local authority | Bucharest, Sector 1 | Balotești commune, Ilfov |
| Residents | Sector 1: 217,367 (2021) | 11,210 (2021) |
| Typical home on offer | Apartments, some period villas | Houses and villas, apartments |
| Metro | At the edges of the area (M1, M2) | None; M6 will end at the airport |
| Water nearby | Lake Floreasca, about 70 ha; Herăstrău, about 77 ha | Cociovaliștea lake and stream |
Neither is "better". An apartment in Floreasca or Dorobanți buys time and the city on foot; a house in Balotești buys space and a garden, with a drive into town. Our comparison of a villa versus an apartment in Bucharest goes through the trade-offs, and our Balotești guide covers the suburb.
Before you buy in Floreasca or Dorobanți: a checklist
- Find the year of construction and check the address on the AMCCRS seismic risk list.
- Read the land register extract. Check with ANCPI that the apartment, its share of the land and any parking space are registered and free of charges.
- Ask for the urbanism certificate of the plot next door, especially in protected zones and around the lake.
- Check parking. Is there a registered space, a garage, or only street parking?
- Read the owners' association papers. Ask for the last statements of the association (asociația de proprietari) and any planned repairs.
- Visit at different hours. Ambulance routes near the hospital, roadworks near Dimitrie Pompeiu, evening noise near restaurants.
- Hire an independent lawyer. The seller's lawyer or agent does not represent you.
