Two equal developers with two clear areas of responsibility. The company is owned by both of them, and you will meet both along the way.

Because as a lawyer I have seen up close what happens when a deal abroad rests on trust alone. Here we chose to build it on verification instead: the money in a dedicated account, as the law requires, every stage before a notary, and our own names behind each one.

Who stands behind the project?

Compass Group Romania is a Romanian real estate company led by two Israeli developers. We plan, build and sell homes in Romania, and we stay on to manage them after the keys are handed over.

§ Compass Group is a Romanian company. The contract, registration and tax are governed by Romanian law.

The developer. Plans, builds and sells. A Romanian company owned jointly by Moti and Ilan.
Compass on the Lake
The project: 29 villas in a lakeside project in Balotești, north of Bucharest.
The management company
Appointed by the developer. It stays after handover and can manage the home for you.
Independent of us
A Romanian notary
The preliminary and the final contract are signed and registered before the notary.
Cartea Funciară
The state land register. Ownership is entered in it in your name.
A dedicated bank account
Under Law 207/2025. Advance payments go into it and are released by construction stage.
Your own lawyer
Independent of us. Recommended, and we are happy to refer you.

Our own money is in it.

The project has no bank construction loan: all the money in it was invested by the developers. Even so, a Romanian bank reviewed the project and approved it for buyer mortgages. Each buyer is assessed separately.

And the hard questions?

These are the questions careful buyers ask us. The answers are here, straight.

What if the developer disappears in the middle of construction?

That is exactly why Law 207/2025 was passed. Your advance payments go into a bank account dedicated to the project, with caps for each construction stage, and they never fund another project. The preliminary contract is signed and registered before a notary, and in the end ownership is entered in the land register in your name. One more thing: all the money in the project was invested by the developers, with no bank construction loan.

Is my money really protected during construction?

Under Law 207/2025, the reservation agreement is limited to 5% of the price and to 60 days. Later advance payments go into a separate bank account dedicated to the project, with caps for each construction stage. In the meeting, ask for the name of the bank that holds the account.

Who represents me legally?

The company's lawyer represents the company only. Ilan, who is a lawyer, is also a partner in the company, so he does not represent buyers. We recommend independent representation, and we are happy to refer you.

Can I buy without flying to Romania?

The meeting, the choice and the agreement are all done remotely. For the notarial signing you need to attend or give a power of attorney, because Romania has no remote notarial signing.

What if construction is delayed?

The handover date and the compensation for delay are set in the sale agreement, and you receive them in writing before you sign. Handovers are staged, from December 2027, depending on the villa's position in the project.

Why a Romanian company, not an Israeli one?

Because the property, the land and the registration are in Romania. The contract, registration and tax are governed by Romanian law. That is why it matters to know the protections Romanian law gives you: the notary, the land register and Law 207/2025.

Does the price really include everything?

The price includes 21% VAT, purchase tax, notary and lawyer fees, and full finishes. Furniture and light fittings are not included. Furniture can be ordered at extra cost through the management company.
