According to ANCPI data, down about 9% from 50,884 in 2024. Ilfov sold 8,976 units, down about 6%.
In the first half of 2026, mortgages registered in Bucharest and Ilfov equalled almost 59% of residential sales (Ipotecare.ro). The count includes refinancing.
A cyberattack on 14 July 2026 took ANCPI's systems offline for about a month. July was the weakest month for home sales in a decade (SVN Romania).
Bucharest and Ilfov transaction volumes: the short answer
ANCPI, Romania's cadastre and land registry agency, publishes every month how many properties were sold and how many mortgages were registered in each county. Bucharest is always first and Ilfov almost always second. According to ANCPI data reported by Economedia, 46,321 individual units (mostly apartments) were sold in Bucharest in 2025 and 8,976 in Ilfov, down about 9% and 6% on 2024.
2026 started weak, recovered in the spring, and was then hit by an outside event: a cyberattack on 14 July 2026 took ANCPI's systems offline for about a month. According to SVN Romania, July was the weakest month for home sales in a decade, and sales in Bucharest–Ilfov in the third quarter were more than a third lower than a year earlier.
In plain words: ANCPI tells you how busy the market is. It does not tell you prices, who is buying, or whether a home is new or old.
For prices and what drives them, see our article on the Bucharest property market in 2026. Here we stay with volumes.
Three different numbers that all come from ANCPI
Before reading any figure, it helps to know which of three counts it is:
| Count | What it includes | What to watch |
|---|---|---|
| Property sales (imobile vândute) | Every registered sale: apartments, houses, land with or without buildings | Land plots weigh heavily in Ilfov |
| Individual units (unități individuale) | Units in a building, mostly apartments | The closest proxy for apartment sales |
| Mortgages (ipoteci) | Every mortgage registered in the land book | Includes refinancing, not only purchases |
Consultancies such as SVN Romania and brokers such as Ipotecare.ro build their "homes sold" figures on ANCPI statistics. That is why a headline about "homes" and a headline about "properties" from the same month can differ several times over.
The annual picture: 2024 against 2025
| Individual units sold | 2024 | 2025 | Change |
|---|---|---|---|
| Bucharest | 50,884 | 46,321 | −8.97% |
| Ilfov | 9,580 | 8,976 | −6.30% |
| Bucharest–Ilfov | 60,464 | 55,297 | about −8.5% |
Source: ANCPI data as reported by Economedia, 16 January 2026. The regional total is the sum of the two counties.
For context, SVN Romania put Bucharest–Ilfov home sales in 2024 above 60,000 units, up 7.6% on 2023. So 2024 was a strong year and 2025 a correction. We described the slowdown that followed in our article on 2026 as a transition year. SVN links the shape of 2025 to the VAT change for new homes: a rush of sales in the summer, before the reduced rate ended, then a weak end of year. Its fourth-quarter figure for Bucharest and Ilfov, about 13,740 homes, was the weakest year-end since 2019.
The monthly picture: one month, three years
June is a useful comparison because it is a normal working month, before the summer of 2025 rush and before the July 2026 outage.
| June | Property sales, Bucharest | Property sales, Ilfov | Mortgages, Bucharest | Mortgages, Ilfov |
|---|---|---|---|---|
| 2024 | 9,062 | 3,707 | 5,062 | 2,221 |
| 2025 | 7,662 | 4,011 | 4,340 | 2,779 |
| 2026 | 10,398 | 3,971 | 6,297 | 2,410 |

ANCPI tells you how busy the market is. It does not tell you prices, who is buying, or whether a home is new or old.
Two things stand out. First, monthly numbers jump around: December 2024 had 13,257 property sales in Bucharest, January 2026 only 4,159. A single month says little; compare the same month across years, or whole quarters. Second, Ilfov records roughly 4,000 property sales a month, yet fewer than 9,000 apartment units in the whole of 2025. Most of what changes hands in Ilfov is land and houses, not flats. Our article on Ilfov County's growth explains why the county looks so different from the city.
How much is bought with a mortgage
According to an Ipotecare.ro analysis of ANCPI data, mortgages registered in Bucharest and Ilfov in the first half of 2026 equalled almost 59% of residential sales, against almost 63% in 2025 and 50% in 2022. The analysis notes that the mortgage count includes refinancing, so this is a ratio, not the exact share of buyers who borrowed.
The same analysis found that residential sales in Bucharest–Ilfov in the first half of 2026 were only 1.4% below the same period of 2025, while the national decline was almost 9%.
How a Romanian mortgage works for a buyer from abroad is covered in our Romanian mortgage guide. The value side of lending comes from the central bank, not ANCPI. According to BNR data analysed by Storia, new and refinanced housing loans grew from 21 billion lei in 2021 to 58.2 billion lei in 2025.
July 2026: when the registry went dark
On 14 July 2026, a cyberattack blocked ANCPI's IT systems. Without them, notaries could not obtain land book extracts, and banks could not register mortgages. Imobiliare.ro estimated in early August that more than 5,000 home purchases financed by mortgage were stuck nationally.
ANCPI later announced that the e-Terra system was back and that between 11 and 19 August 2026 its offices registered 329,476 requests, of which 279,242 had been resolved. Other platforms were to restart in stages.
This matters for reading the data. Sales that were signed in July were delayed, then registered in a backlog. According to SVN Romania, September brought a strong rebound in almost all major cities. The weak third quarter is partly a timing effect, and the months after it may look unusually strong for the same reason.
What ANCPI numbers do not tell you
- No prices. ANCPI counts deals. For prices you need other sources.
- No split between new and resale homes. A sale of a new flat and of a 1970s flat count the same.
- No buyer profile. Nationality, age or purpose are not published.
- Registration date, not signing date. A deal appears when it is registered, which after an outage can be weeks later.
- Off-plan contracts appear only in part. Since Law 207/2025, ANCPI also counts registrations of "future goods" (homes in the project or construction phase): in June 2026, 151 in Bucharest and 109 in Ilfov. A preliminary contract that is not registered does not appear.
- County level only. A figure for Ilfov does not tell you what happens in Balotești or Corbeanca.
How to use the volume data: a checklist
- Check which count you are reading: property sales, individual units or mortgages.
- Compare the same month across years, or whole quarters, never one month with the previous one.
- Look for one-off events: a VAT change, the July 2026 outage, the end of a government programme.
- Read volumes next to prices, not instead of them. Falling volumes with rising asking prices mean something different from both falling.
- For a specific commune, ask the town hall and the land registry office for local information, and look at how long similar homes stay listed.
- Build a buffer into your own timeline. If the registry slows down, your final contract and your land book registration slow down with it. See what a land register extract shows and why the notary needs it.
Frequently asked questions
How many homes are sold in Bucharest each year?
According to ANCPI data, 46,321 individual units, mostly apartments, were sold in Bucharest in 2025, down from 50,884 in 2024. Ilfov added 8,976 in 2025.
Where does ANCPI publish its statistics?
On its website, in the press and statistics section, every month. In October 2026, after the cyberattack, ancpi.ro showed only a service notice, so recent figures are mostly available through the press.
Do ANCPI mortgage figures show how many buyers took a loan?
Not exactly. The monthly count includes every mortgage registered in the land book, including refinancing. It is a useful indicator of credit activity, but not a count of mortgage-funded purchases.
Why did sales fall in the summer of 2026?
Mainly because ANCPI's systems were blocked from 14 July 2026 after a cyberattack, for about a month. According to SVN Romania, July was the weakest month for home sales in a decade, and September brought a strong rebound.
Can I see how many homes were sold in a specific commune?
ANCPI's public monthly statistics are by county. For a commune such as Balotești, there is no published monthly count.
The bottom line
ANCPI's numbers are the most complete record of how many properties change hands in Romania. They show a Bucharest–Ilfov market that cooled in 2025, held up in the first half of 2026 and was then interrupted by a registry outage. They do not show prices, and they do not show your street. Read them for activity, next to price data, and never one month at a time.
