Tools for buyers in RomaniaEvery number with a source and a date.
Five tools that answer the questions that come up in every meeting: what the deal costs on top of the price, how the interest rate moves, what a square metre really costs, what the schools charge and where to live. Data from official sources, and where a figure is an estimate, it says so next to it.
What it costs to buy a new home in Romania, on top of the price
Enter a price and choose the type of deal. The calculation breaks the costs down under Romanian law: VAT, notary fee, land register registration fee and land register extract, and compares them with five other countries at the same price.

A resale property is exempt from VAT (Article 292(2)(f) of the Fiscal Code). The Article 111 transfer tax (1% or 3%) is paid only by a private seller, not by the buyer.
Not included: a purchase tax for the buyer, because Romania has none. The Article 111 transfer tax applies only to a seller who is a private individual, not to a developer company (Fiscal Code, ANAF, checked 17.10.2026).
9% VAT: the reduced rate applies only to handovers until 30.09.2026 (Law 161/2026). For a handover after that date, 21% applies.
Notary: the bands are minimum fees under Order of the Minister of Justice 177/C/2024, calculated on the price before VAT. A notary may charge more. If the price is below the minimum value in the notaries’ valuation grid, the grid value is used.
Who pays: under Article 1666 of the Romanian Civil Code, the costs of the sale fall on the buyer unless agreed otherwise. If the developer undertakes to bear them, it must be written in the contract.
In our project, Compass on the Lake: the price includes VAT, land-registry fee, notary and lawyer fees. 29 villas in Balotești, from €299,900. See available villas and prices
The same price in five other countries
New home from a developer, private buyer from abroad, not a primary residence. Official taxes and fees only, no lawyer fees. An item marked “Estimate” was not read in an official source.
Checked 17.10.2026. Spain: notary and registry fees are an estimated range, so a range is shown. Greece: the VAT suspension on new builds is in force until 31.12.2026 (Law 5246/2025), so two scenarios are shown. Cyprus: stamp duty was abolished from 01.01.2026. Bulgaria: all items are estimates, and the local tax rate (3%) is Sofia’s.

The IRCC index: the rate under a lei mortgage
A variable-rate lei mortgage in Romania is priced as IRCC plus the bank’s fixed margin. The index is updated once a quarter. Here are all the values since the index was created in 2019, straight from the central bank (BNR).
IRCC in force now5.57%Value 2026T2, applies 01.10–31.12.2026 · BNR

Tap or hover over a point to see the value.
When a value applies: a value labelled T is calculated from the rates of quarter T, published on the last working day of the following quarter, and applies in the quarter after that (OUG 19/2019 and the BNR calculation rules). The “Applies in” column is derived from this rule. For 2026T2 there is direct confirmation: the value applies 1.10–31.12.2026.
Next value: 2026T3 has not been published yet. Under the rules it will be published at the end of December 2026 and will apply in the first quarter of 2027.

The margins banks publish
Fixed margin over IRCC, as shown on the banks’ product pages on 17.10.2026. These are published terms, not a market average. The “IRCC + margin” column is our own simple sum using an IRCC of 5.57%, not a bank offer.

Tool 3
Price per m² in Bucharest and Ilfov: every source, side by side
Every website publishes a different number, and the numbers do not contradict each other: they simply measure different things. Here each source comes with its definition, period and link, so you can compare like with like.
All values checked 17.10.2026. Ilfov localities have only one source (VDI.ro) with small samples, so they are marked as estimates. imobiliare.ro has no pages for Ilfov or its localities. The notaries’ valuation grid is a minimum value for tax purposes, not a market price, so it is not in the table.
Why the numbers differ
Asking price vs transaction price. Every source in the table measures the price the seller asks. There is no public source for actual transaction prices per m² in Bucharest or Ilfov. ANCPI publishes only the number of transactions, without prices.
Usable area vs built area. imobiliare.ro and Storia calculate on usable area. Built area is larger than usable area because it also includes the walls, so the same price gives a lower figure per m². VDI, Numbeo and sqmdata do not state the basis.
New vs older. On imobiliare.ro new apartments are more expensive than older ones. In the Storia sample it is the other way round, because many of its new projects are on the edge of the city. That is a difference in the sample, not in the market.
Apartment vs house. The price per m² of a house includes the plot. So a villa in Ilfov can show a price per m² similar to a city apartment, even though the total price is much higher.
Average vs median. imobiliare.ro and Storia publish an average, which luxury listings pull upwards. VDI switched to the median in August 2026.
Which “Bucharest”. City average, city centre, Sector 1 or the edge of Ilfov: each gives a different figure. Pipera, for example, is split between Sector 1 and Voluntari.
VAT. No public index states whether the price of a new apartment includes VAT. Listings sometimes say “VAT included” and sometimes “+ VAT”.
Who republishes whom. Global Property Guide republishes imobiliare.ro. bucharest.ro shows listing averages under the heading “transaction prices”. Numbeo is an average of user reports, neither listings nor transactions.
Numbers that circulate in AI answers
2,100. Probably from sqmdata.com (Q1 2026), which publishes no method or source. Linking it to AI answers is our own inference.
3,419 and 2,396. We did not find the source. 3,419 may be an old Numbeo value for the city centre, but that is only a guess.

* Balotești: the 25 min to Kilometre 0 in the table is Compass's approved figure for the project, not an OSRM measurement. All other times in the table, including Balotești's time to the airport, were measured by OSRM from the town hall. From the project itself: about 10 min to the airport.
Sources and dates
[1] Population: 2021 census, Table 1.22; 2011 census, Table 10. The change is our own calculation from the two censuses. Verified
[2] Drive time measured by OSRM routing, no traffic:OSRM, from the town hall to Kilometre 0 (Piața Universității) and to Henri Coandă airport, without traffic. At peak hours it takes longer. Estimate
[3] Public education units: Ministry of Education school network for 2025-26, data.gov.ro. Includes kindergartens. “Two shifts” is the registered operating mode. Verified
[4] Bus lines: STB lines with a stop within the locality, STB Digital. STV lines (the Voluntari operator) were not checked, so the list may be incomplete. Estimate
[5] Flooding: Flood risk management plans, cycle 2: PMRI 1, PMRI 2, PMRI 3. The absence of an APSFR is not proof that there is no risk. Verified
[6] Aircraft noise: The 55–60dB (Lden) band on the CNAB noise maps (2021 data), according to a press summary. “Not mentioned” is not proof of no exposure. Estimate
[7] Water and sewerage: List of localities served by Apă Ilfov. For the other localities the operator was not verified. The sewer connection rate is not published. Verified
Checked 17.10.2026. Building permits, completed homes and 2026 population by place of residence exist in the INS TEMPO database but were not extracted, so they are not in the table. Pipera has no separate census data: its residents are counted in Voluntari.
